All tubers should be planted when the soil temperatures are above 50 degrees and all chance of frost has past. In our zone 6b this is safe in May, when you would plant your tomatoes.

In the meantime, you can keep your tubers indoors in a dry place away from extreme heat or cold. Keep them in their packaging so they don’t dry out. You can also pot them up in a potting soil filled container with proper drainage. It will be necessary to bring them inside when the temperatures drop down below 40 degrees at night. Only water when the soil is very dry or after the tubers have sprouted. Tubers cannot absorb water before they have roots.
